This horse supposedly represents that of the grandson of the Prophet Muhammad.
Ashura marks the death of Husayn ibn Ali, an event which led to the split of Shia and Sunni Muslims. The festival on the tenth of Muharam in the Islamic calendar is noted for it's manifestations of grief [seen by me this evening only as men slapping their chests].
